EASTHAM BOARD OF HEALTH
THURSDAY, FEBRUARY 24, 2005
PRESENT: Paul Lothrop, Chairman, Stan Holt, Joyce Gibson.
Dr. James Taylor, Pat Lariviere, Sheila Vanderhoef,
( Town Administrator) (Absent Jane Crowley, Health Agent)
The Chairman opened the meeting at 3:00 p.m.
OPENING STATEMENTS
Sheila Vanderhoef told the Board she was present to help the Board
since the Health Agent was unable to attend the meeting. The Board
thank her for attending the meeting.
VARIANCE
Atwood 11 Lombard Lane Map-15 Parcel-162
Stephanie Sequin (Ryder/Wilcox) presented a plan to upgrade the septic system.
The variances :
The proposed SAS shall be located within five feet of the property line where 10 feet is required. A five -foot variance requested
The proposed SAS will be located 23 feet from a leaching basin where 25 feet is required a two foot variance requested.
Finding that the plan achieves maximum feasible compliance, the aforementioned variances were approved with following conditions:
No increase in flow allowed
Deed restriction for 4 bedroom
Well to be tested for VOC and Routine parameters
4. All covers to SAS and D Box to within 6" of final grade
Stan Holt made the motion to approve the plans with the 4 conditions. Dr. Taylor seconded the motion. SO VOTED UNANIMOUSLY
VARIANCES CONTINUED
Daine -Stezko 60 Silver Spring Beach Rd. Map-4 Parcel-494
George Reilly (Land Design Associates) presented a revised plan to upgrade the septic system that include secondary treatment with a
Microfast 0.5 unit The variances requested are:
Variance per 15.405 Local Baord Approval
15.211 (1) Minimum setback distances
Property line to SAS -required 10' -proposed 2' 8'variance
Cellar wall to SAS -required 20'- proposed 18' 2'variance
Private well to SAS - required 100' - proposed 95' 5'variance
15.248 Reserve area - none provided
Replace in place
Town Variance
Required 10' - 2' provided 8' variance
Finding the plan achieves maximum feasible compliance, the aforementioned variances were approved with these conditions:
No increase in flow allowed
Well to be tested for VOC and Routine parameters
Well variance form to be signed by owner
All covers to SAS and D Box to within 6"of final grade
Secondary treatment and monitoring under general use approval conditions per DEP regulations including testing quarterly for total nitrogen, BOD, TSS, Nitrate (or 2 times per year for seasonal use). After this time reduction of testing could be requested to BOH by owner.
Operation and maintenance agreement to be submitted to EBOH. Operation and maintenance agreement to be required for life of the system
Deed restriction for 4 bedroom use and use alternative technology requirement to be recorded on deed. (Micro Fast
0.5 Unit)
Designer to verify proper operation of the system prior to issuance of Certificate of Compliance
Any increase in habitable square footage would require Board of Health review.
Stan Holt made the motion to approve the revised plan with the 9 conditions. Dr. Taylor seconded the motion.
SO VOTED UNANIMOUSLY
Draft Board of Health Regulations
The Board made changes to the draft.
Paul Lothrop made the motion to schedule a Hearing for Thursday,
March, 31, 2005 for the Board of Health Regulations.
Pat Lariviere seconded the motion. SO VOTED UNANIMOUSLY
The meeting was adjourned at 4:15
